Government alone can't make it happen. Ask leaders in business, civic organizations and media to step up New York City's transition beyond oil as well.

New York City is moving in the right direction in its planning for long term sustainability and slowing future climate change, but our present vulnerability to energy price and supply shocks requires attention now. The world oil market is vulnerable to disruption and rapid price increases. Should a military action or political crisis take place in Iran, Saudi Arabia, or Venezuela, for example, the immediate impact on the New York City and the national economy could be devastating. Rising demand for oil combined with depleting supplies make such crises certain in the future.
In 2004, the Environmental Committee of the City Council drafted Intro. 374, a bill that would have created a City energy shortage contingency plan. One hearing was held on the bill but no further action was taken. San Francisco and Portland, Oregon have passed similar bills and are already developing their plans to conserve energy rapidly in case of emergencies, while cutting dependence on imported fuels. The City Council should resurrect the bill. Preparation for energy shocks should be incorporated into Mayor Bloomberg's PlanYC 2030 initiative, as well as State and Federal energy policies.
